PERSONAL SERVICES CONTRACT
- Watson Wyatt & Company - Benefits Valuation Survey
- Human Resources - Corporate Services.
New business services agreement with Watson for
consulting services for the benefits valuation survey project (see
memo in Board packet). No previous contract. Contact person is

- R.W. Beck - Rates Department - Fiscal Services -
Financial Services. Back in December the
Board approved a contract with R.W. Beck for $32,000 for the
Electric and Water Cost of Service Analysis (COSA). At this time
it appears that the total cost to support the COSAs is going to be
more like $46,000. The increase in the contract is needed for
three reasons: 1) R.W. Beck has had significant turnover in
staff and no one currently on staff had an intimate knowledge of
EWEB's COSA model. Also, the lead consultant assigned by Beck had
a higher billing rate than the previous person; 2) Due to internal
IS constraints, we chose to rely more on Beck to provide billing
impact analysis work than we had originally planned; and 3) as a
result of our consultations with the Board, we ran through several
more iterations of rates than originally planned, which took more

- Pauwels Electric - Spare Power Transformer - Electric
Division. Bids have been solicited for
the purchase price, cost of operation, and compliance with
specifications was Pauweis Electric for the price of $402,000.
Recent transformer failures at Jessen and Westmoreland Substations
are the impetus for acquiring a spare. Repair of power
transformers is costly and can require a 6-10 month turnaround.
This purchase was not included in the 2000 budget but will be
funded from a combination of capital Project monies: Job 14009,
Substation Modifications & Additions; Job 14512, Feeder
Capital Additions, and Job 14514, Facilities Relocation
Distribution. Year-end projects indicate excess funds in these
projects because of job deferments due to Right-of-Way conflicts
and delays in county road widening projects, and savings in
voltage regulator refurbishment costs.
