Board Members present: Mike Dyer, Sandra Bishop, Dorothy Anderson, Peter Bartel, and Susie Smith.

Others present: Randy Berggren, JoAnn Andersen, Tom Buckhouse, Roseanna McArthur, Jim Maloney, Scott Spettel, Mark Wall, Jim Origliosso, and Krista Hince of the EWEB staff; Chris Aetneave, member of the public and Kim Kunkel, Minutes Recorder.

President Dyer called the Work Session of the Eugene Water & Electric Board (EWEB) to order.

INTEGRATED ELECTRIC RESOURCE PLAN: ASPECTS OF "ENVIRONMENTALLY SUPERIOR RESOURCES

General Manager Randy Berggren reported that during a recent conversation with Ralph Cavanaugh regarding the Board's discussions about "environmentally superior resources," Mr. Cavanaugh expressed his opinion that there is a role for gas-fired combustion turbines and central station gas technology in a sustainable resource portfolio; however, Mr. Cavanaugh said it has yet to be determined whether gas technology will be developed at a rate that would displace older technologies or simply meet load growth.

Commissioner Smith commented that one question to address is how much gas, relative to progress on renewables, should EWEB consider.

Referring to a memorandum entitled "Sustainability and IERP," copies of which were included in the meeting agenda packet, Resource Planning Analyst Jim Maloney inquired as to whether any of the "annotated descriptions of attachments relating to sustainability" appealed to Commissioners.

Commissioner Smith said she liked the descriptions included in

  1. the recent executive order on sustainability from John Kitzhaber; and
  2. OSU's Defining Sustainability page.

Mr. Maloney solicited additional definition suggestions from Commissioners.

Vice President Bishop proposed a definition of "sustainable." She stressed that a definition adopted by the Board should be specific to EWEB and its role in the community.

Mr. Maloney reviewed a definition of "sustainable" that was adopted earlier by the EWEB Board.

Vice President Bishop suggested identifying the criteria for "sustainable" resources. She said a definition, specific to EWEB, might then be derived from that criteria.

Commissioner Smith suggested amending the recent executive order on sustainability from John Kitzhaber to read: ". . .means using, developing and protecting resources at a rate and in a manner that enables people to meet their current energy and water product needs. . ."

Commissioner Smith reviewed the three sunstainability principles drafted earlier by the EWEB Board. She suggested that Commissioners consider incorporating or utilizing those principles that reflect EWEB's commitment to

  1. DSM & renewables to decrease impacts;
  2. comply with environmental laws; and
  3. work in broader context.

Mr. Maloney solicited suggested "candidate indicators/criteria" related to sustainability. Commissioners suggested the following:

Minimize Environmental Impacts

Air pollution and water quality
Extraction of non-renewable resources, including water
Fish & wildlife impacts (direct and indirect)
Land use
"Best of Batch" technology

Meet or Exceed the Letter & Intent of "laws" related to environment

We expect to participate in projects to a higher standard than may be legally required
Identify "indicator(s) of merit" by technology or site
Establish a level by which a project shall exceed compliance

Actively Support Customers with Technical & Financial Assistance to Improve Efficient Use of Energy

DSM savings (KWh's)
Investment ($) in efficient technology in community

Strive to do Renewables, Sustainables, and Have Minimal Environmental Impacts to Meet Customer Needs

The Board revisited and revised the following statement that was drafted during the previous Work Session on this matter.

  1. Increase the portion of our power portfolio made up of sustainable resources by at least meeting our projected system load growth with new renewable and conservation resources;
  2. Systematically reduce the environmental impacts associated with the remainder of our power supply portfolio, and seek opportunities to leverage development of additional sustainable resources.

Commissioner Smith requested that the above statements be drafted in a manner that connects them with the draft "candidate indicators/criteria" and sustainability definition contained in the recent executive order on sustainability from John Kitzhaber.

The Commissioners identified the following potential indicators related to the first of the two revised statements:

Track DSM savings
Renewables MW/MWH's
Loads

The Commissioners identified the following potential indicators related to the second of the two revised statements:

DSM leveraged
Renewables leveraged
FCP estimates for cogeneration

(Staff will establish two benchmark standards:

  1. market comparison standards (meet or exceed standards); and
  2. site specific attributes, particularly with regard to threatened and endangered species. Staff will establish "best-of-batch" comparison for technology types.

Staff will also link the benchmark standards to how EWEB envisions them demonstrating progress toward sustainability.
