- Minutes of the April 14, 2000 Board Planning Session and the
July 5, 2000 Work Session and Regular Board Meeting and the July
7, 2000 Work Session.
- Appointment of Trustee for the Land Trust Grant with the
McKenzie River Trust. (See accompanying memo from Laurie Power)
Recommend appointment of Jim Brown (EWEB retiree) to serve as
EWEB's representative on the Board of Trustees for the EWEB grant.

EASEMENT REQUEST
- City of Eugene (COE) Easement request. The COE is requesting
an easement for storm sewer purposes across the EWEB owned
property known as the Laurel Substation property on Augusta Street
in southeast Eugene where the City is making improvements to the
storm sewer system. The COE is paying $2,832 for just
compensation. (See accompanying memo) Contact person is Mark

- U.S. West (QUEST) Easement request. U.S. West Communications
is requesting an easement for telecommunication facilities
purposes across the EWEB owned property known as the former Gilham
Substation property at the corner of Gilham Road and Honeywood
Street in the Ferry Street Bridge are of Eugene. Although U.S.
West was granted an easement in 1998, they feel it needs to be
shifted 10 feet to the east to ease concerns about blocking
line-of-sight view of that busy intersection. U.S. West has
offered $2,500 for the new easement. Contact person is Mark

PERSONAL SERVICES CONTRACT
- EA Engineering, Science and Technology - Endangered Species
Act (ESA) - Electric Division. EA Engineering is a consulting firm
selected through an RFP process to perform a Biological Assessment
(BA) of EWEB's hydroelectric projects, relative to pending ESA,
Section 7 consulting work. The contract was signed February 3,
1999. This amendment authorized $50,000 additional funds for
expansions of work and costs outside the original work scope for
EA Engineering and their subcontractor Parametrix. Total allocated
prior to this amendment was $51,000.
The reasons for the increase are increased work from the original
scope of work. The increased work is the result of more meetings
than anticipated and inclusion of information in the BA that was
not anticipated as needed originally. Each ESA consultation is
slightly different due to differences in the species, facilities,
or actions under consideration. Differences in agency and agency
personnel participating in the consultation also makes each
consultation unique. Unfortunately, the complexity of the BA,
essentially six BA's in one, makes the whole process more complex
than a single BA, but less costly than six individual BA's
Approximately $20,000 is for already identified scope changes and
the other $30,000 is for work to be performed since the process is
extending slightly beyond the time frames previously envisioned.

- R.W. Beck - Telecommunications Phase 2 Business Planning -
Electric Division. The existing contract for R.W. Beck for the
telecommunications market assessment is to be amended to add an
additional scope of work to further assist with preparation of the
business plan by reviewing and commenting on the work products and
deliverables of the telecommunications business partner (SIGCORP).
Review would include an independent assessment of the network
architecture, conceptual design, detailed design, and cost
estimate. The total cost for this contract amendment is not to
exceed $30,000. The existing contract for the telecommunications
market assessment is for $90,000, of which $10,987 has been spent
to date. Funding is from the Phase 2 implementation budget.

- Trail Bridge Automated Discharge Control System, (Job #19107)
- Electric Division. This is a control system that will further
automate how Trail Bridge Reservoir water releases are controlled.
The control system is part of Job #19107. The 2000 budget for
this job was $211,000 of which approximately $139,000 was
allocated for the control system contract. As a result of the RFP
process, two (2) proposals were received on July 21 for the
control system. The proposal costs are as follows:
- GE Energy Services - $263,004
L & S Electric - $295,000
Evaluation of the proposals is expected to be completed by August
4. Reasons for the disparity between the budgeted amount and the
proposed costs have yet to be identified. However, with current
expectations of installing and testing the new control system
before the end of 2000, we are requesting Board authorization to
enter into a contract with one of the two proposing companies in
August 2000. When or if the proposed work plan and costs are
deemed responsive and qualifications/references check out
satisfactorily, we would like authorization to enter into a
contract for up to $295,000. Contact person is Larry Billhartz,

- Trail Bridge Ultrasonic Flowmeter, (part of Job #19107) -
Electric Division. This flowmeter is to be installed in the Trail
Bridge penstock and is expected to be used in conjunction with the
new Trail Bridge discharge control system. It will also provide
valuable test information that will allow EWEB to improve existing
governor programming for more stable flow releases.
- This flowmeter was budgeted as part of Job #19107 at $68,000.
Informal proposals from two suppliers would indicate this
budgetary estimate should be fairly close to the budgeted amount.
A formal Invitation to Bid went out on July 24 and we are
currently expecting to take bids by Aug. 14. Currently, we are
expecting to install the flowmeter in the first half of October
and need Board authorization to enter into a contract in August to
support the flowmeter installation schedule. Contact person is

- Leaburg Dam Painting Services, (Job 20240) - Electric
Division. This project is to paint various structures at Leaburg
Dam including the steel truss bridge and gate hoist structures.
Job #20240 is budgeted at about $380,000 with $350,000 budgeted
for painting contractor services. The work is expected to take
approximately 10 to 12 weeks.
- A formal Invitation to Bid has been issued and we are
expecting to take bids on August 3. We are requiring the
painting contractor to be finished by November 17, 2000 and we
need Board authorization to enter into a contract in August to
support the anticipated painting schedule demands before weather
becomes too unfavorable. The requested authorization is $360,000.

- Island Fence - Substation Maintenance - Electric Operations -
Electric Division. The existing service contract with Island Fence
for the repair of our substation fences is to be emended to add an
additional $13,728 to the contract. The original contract amount
was for $14,000 bringing the total cost of this work to $27,728.
This increase reflects the additional work required to bring our
substation security fencing up to the specifications recommended
