Board Members present: Dorothy Anderson, Susie Smith, and Patrick Lanning. President Sandra Bishop and Commissioner Peter Bartel were excused.

Others present: Randy Berggren, Dick Helgeson, Dick Varner, Tom Buckhouse, JoAnn Andersen, Roseanna McArthur, Mat Northway, Jim Origliosso, Jerry Beguette, Jim Wiley, and Krista Hince of the EWEB staff; and Kirsten Andenberg, City of Eugene Minutes Recorder.

Jim Origliosso, Treasurer made a presentation about the Umatilla Purchasing Exemption. He said that the Board was exempt from competitive bidding, as well as solicitations for bidding. He said this was a risk mitigation procedure. He said there was a 14-day hearing notification for the public hearing, then an action needed to be taken regarding the exemption.

Vice President Anderson asked if there were any questions about the public hearing. There were none so she opened the public hearing. No public comment was given. The public hearing was then closed.

Mr. Origliosso then read a draft of the final resolution and asked for its approval.

Commissioner Smith motioned that the resolution be approved as proposed by staff. The motion was seconded by Commissioner Lanning. The motion passed unanimously.

The meeting was adjourned at 6:30 p.m.
