BUSINESS SERVICE AGREEMENTS
- Solar Resources - Energy Management Services - Customer Services Division. Annual
extension of contract with University of Oregon for Eugene and Regional Solar Radiation and Meteorological Data
Monitoring for the July 1, 2003 through June 30, 2004 project year. Project is co-sponsored with Bonneville Power
Administration and the Northwest Power Planning Council. Continuation of activity is included in Energy Resource
Strategy 2000 (as adopted by the Board), and is being budgeted for in the 2004 budget. Maintaining current contractor is
desirable to assure continuity and quality of date collection, analysis, archival, and reporting. Contract amount is $25,000.

- Second Growth - Leaburg Power Canal Revegetation - Electric Division. Second Growth is
under contract to reseed and revegetate areas impacted by 2002 construction activities at Leaburg/Walterville hydroelectric
projects. This amendment is for Second Growth to perform hydroseeding with sterile wheat of the areas disturbed by recent
and on-going stump removal along the Leaburg Power Canal. The hydroseeding will serve to stabilize the bank and prevent
erosion during the rainy season. Work shall be coordinated and staged with the stump removal work currently being
performed along the canal. The total of all areas to be hydroseeded is estimated to be approximately 25 acres. The current
value of the contract is $34,598 and with this additional scope of work estimated at $34,875 the contract value will be
$73,473. Funding for this additional work is from deferred maintenance of generation facilities. Contact person is Jay

- RAC Group, Inc. - Leaburg-Walterville Power Canal Maintenance - Electric Division.
At its August 5, 2003 meeting, the Board approved a contract with RAC Group, Inc. for removal and disposal of an
estimated 960 tree stumps on the Leaburg-Walterville Power Canals. The initial estimate of quantity was based on visual
surveys of the canal embankments before the area was cleared of blackberries and other overgrowth. RAC Group's initial
bid of $180,675 equated to an average cost of $188 per stump. During execution of the work it was discovered that the
actual quantity of stumps is considerably higher (now estimated to be between 2500 and 2600). Staff has negotiated a
discounted price of $125 per additional stump removed and is requesting Board approval for an increase of up to $220,000
over the original contract amount. The additional funding will come from Job 23855 - Carmen Smith Part 12 Inspection
and Jobs 746/747 - Carmen Smith Unit 1 & 2 Maintenance. Bids for the Part 12 came in under budget and weld repairs
on the Unit 1 & 2 turbine runners were scaled back. Note that after this contract increase the total amount of $400,675 is
just $31,000 higher that the 2nd low bid received on the original solicitation, which assumed 960 stumps. Contact person
