Are you planning to build a new home or apartment building, or place a new manufactured home? Are you interested in energy efficiency and green building?
EWEB’s program for new residential construction is a free service that helps developers, architects, designers, home buyers and contractors to design and build new energy-efficient homes.
ENERGY STAR® homes meet standards for energy savings, comfort and healthier indoor air. Earth Advantage® homes also meet standards for environmental responsibility and resource efficiency.

Call EWEB’s Energy Management Services at (541) 484-1125 and ask about our Earth Advantage® and ENERGY STAR® new site-built home programs. EWEB provides:
- Plan review – EWEB specialists review building plans to ensure that the proposed design meets program requirements.
- Consultation – EWEB staff provides technical and educational support to the builder and subcontractors.
- On-site inspections and verification – An EWEB verifier inspects the project on-site and collects all of the information needed to verify that it meets Earth Advantage® and/or ENERGY STAR® requirements.
- Performance Testing – The duct distribution system is tested for tightness; heat pump systems are tested for refrigerant charge and airflow; and the home is tested with a blower door for whole house leakage.
- Certification – At the end of the construction process, if the standards are met, the builder and owner receive certificates that signify the home meets Earth Advantage® or ENERGY STAR® requirements.
Manufactured Homes
Northwest Energy Efficient Manufactured Housing Program (NEEM) and ENERGY STAR ® labeled manufactured homes are built to save 30 percent on heating bills, compared to manufactured homes built to federal standards. These homes have:
- More insulation in ceilings, walls and floors
- Better windows and doors
- A specially designed — and quiet — ventilation system
- Better sealed heating ducts
- Reduced drafts
