Dick Helgeson serves as commissioner for Wards 2 and 3. Dick ran successfully in the May 2012
primary election and in Sept. 2012 was appointed to serve the remainder of former
incumbent Bob Cassidy's term. He will run unopposed in the November general election for a
regular four-year term that begins in January 2013.
Dick is a retired utility executive with 32 years prior EWEB experience, having served in
various management capacities including Manager of Rates, Water and Steam Division Director
and Director of EWEB's Power Resources Division. Through his professional experience, he has
gained an in-depth knowledge of utility operations, infrastructure development,
conservation and renewable resource acquisition, wholesale power supply, and customer service functions.
Dick is a strong advocate for public power, consumer-owned utilities and local control.
As a board member, Dick values fiscal responsibility, service excellence, environmental
stewardship and organizational effectiveness. He is fiscally conservative and socially
progressive, seeking to uphold EWEB's financial strength and system reliability while
maintaining affordable rates and responsiveness to customer and community needs.
Dick is also a longtime Eugene resident and active community volunteer. He is currently a
member of BRING Recycling's board, and has held similar positions with other local non-profit
organizations such as Arts Umbrella/Eugene Youth Symphonies and the Eugene Education Fund.
He also served previously on boards of the Public Power Council and Oregon Water Utilities Council.
