Thank you for your interest in helping our residential and commercial customers install solar panels to supplement the clean, reliable electricity they get from EWEB. The following resources and information will help customers and contractors who participate in our program.
To serve your better, we are upgrading our customer information and billing system, which has been in place since the 1990s and is ready for an upgrade.
As we prepare for this major update, some programs and features are temporarily unavailable – including our customer programs. We are temporarily pausing all new applications for customer rebates, loans and environmental programs. We will begin accepting new applications in early December when we have transitioned to our new systems.
We appreciate your patience and apologize for any inconvenience this may cause. Please do not hesitate to reach out if you have any questions or concerns. EWEB staff will still be available to answer all questions regarding our efficiency and water conservation programs during this period.

Electric and generation rates
- Electric service commercial and residential rates and prices.
- For net metering, the excess energy generated over and above what the customer needs from EWEB will be credited monthly to their bill at the current annual rate schedule (2024 Annual Renewable Net-Metered Rate is $0.1045 per kWh).
- For direct generation, the energy generated and sold to EWEB will be purchased monthly at the annual rate schedule (2024 Annual Renewable Generation Purchase Rate (Purchased Power and REC's) is $0.1102 per kWh).

Incentives
The residential incentive is $0.40/AC output watt, with a maximum incentive of $2,500, and the business incentive for nonprofit, government, or public is $0.50/AC output watt, with a maximum incentive of $12,500, however, please be advised that the 2024 Solar PV Program incentive budget is now fully allocated and no further EWEB incentives will be available for this year. Customers may choose to install regardless of available incentive budget and will need to follow the same process to apply for pre-approval.
Our solar electric incentives are funded directly through voluntary enrollment in our Greenpower program. EWEB customers receive financial incentive for installing an eligible solar energy system on their home or business. Incentives are available on a first-come, first-serve basis, are subject to change and may end at any time. If you care about generating more solar, please become a Greenpower subscriber today.
Customer application
- Residential Customers must submit at least two solar system bids as an initial step to begin any residential solar project. Bids are to be requested and provided by the customer from a State-approved contractor.
- Commercial projects are not required to go through the two-bid requirement, but the contractor must be a State-approved contractor.

- EWEB's 2024 Power Purchase Agreement (PPA) is not available on EWEB's website. Customers must go through the application process to receive a PPA with a unique EWEB Project ID for their specific project. PPA's must be approved by EWEB staff prior to installation.
Incentives
- Installations must go through the EWEB Solar Electric Program for interconnection, independent of incentive qualification.
- Customers may choose to install regardless of available EWEB incentive budget and will need to follow the same process to apply for pre-approval.
- Pre-approval by EWEB of a 2024 Power Purchase Agreement and supporting documents must be received prior to installation.
Interconnection eligibility
- Installations must be performed by a solar contractor listed in the State of Oregon approved contractor list. Contractors can work with the State Oregon to become approved.
- All photovoltaic modules, inverters, and battery energy storage systems must be listed and rated in the California Energy Commission's Solar Equipment Lists.
- If a solar electric system is paired with batteries, there should be no instance where the battery is able to dispatch onto EWEB's electrical distribution system.
- Net metering and direct generation installations must meet EWEB's published EC5A8000 Interconnection Requirements for customer generation facilities.
- Design notes for overhead service customer net metering and direct generation are published in EWEB's EC406500.
- Design notes for underground service customer net metering and direct generation are published in EWEB's EC506500.
- Maximum net metering system size is 25 kW AC output.
- Maximum direct generation system size is 200 kW AC output.
- For direct generation installations, prior to submitting and EWEB Power Purchase Agreement, contact and work with Distribution Engineering at DistributionEngineering@eweb.org on:
- (1) the new service for the generation meter can be connected to the secondary box for the exiting service transformer if it is adequate for the generation load. The design of this service will be done by Distribution Engineering.
- (2) The customer is responsible for costs for a new service transformer if a different service voltage is desired for the generation service. Distribution Engineering can provide cost estimate data for this new transformer if desired once the job is assigned.
