Make your home more comfortable
Keep your home comfortable throughout the year and reduce energy waste by installing insulation, sealing air leaks, and upgrading to high-performance windows. Use our rebates or zero-percent interest loans to help with the cost.
If you are a customer and have electric heat as your primary heating system, you may be eligible for the program. A primary heating system serves more than 50 percent of the conditioned area of the home.
We offer these rebates or loans
Standard rebates and loans:
Insulation:

Rebate: $1.00 per square foot of insulation (not to exceed 50 percent of the job cost), and $40 for insulated entry doors
- Loan:
- Single family residence: Up to $6,000 zero-interest loan
- Multi-family rental properties: Up to $4,000 zero-interest loan for the first unit and $500 per additional unit with a loan cap of up to $20,000 per customer
- Loan terms: Under $5K is 48 month term and $5K and over is 60 month term.
- EWEB requires ALL homeowners be loan applicants. Missing home owner applications will delay your loan application process.
Air Sealing (as a part of an attic or crawlspace insulation project):
- Rebate: $0.10 per square foot of sealed attic or crawl space
- Rebate: $250 for prescriptive duct sealing
- Loan:
- Single family residence: Up to $1,000 zero-interest loan
- Loan terms: 48 month term.

Windows:

Rebate: $4/sq ft square foot of high-performance windows (U-factor ≤.22, or glass patio doors with U-factor ≤.25)
- Loan:
- Single family residence: Up to $6,000 zero-interest loan for minimum performance windows (U-factor ≤.25, or glass patio doors or obscured windows with U-factor ≤.30) and up to $9,000 for high-performance windows (U-factor ≤.22, or glass patio doors with U-factor ≤.25)
- Multi-family rental properties: Up to $4,000 zero-interest loan for first unit and $500 per additional unit with a loan cap of up to $20,000 per customer
- Loan terms: Under $5K is 48 month term and $5K and over is 60 month term.

Loans and rebates cannot be combined.
Income-based rebates and loans:
Insulation:
- Rebate 100 percent of eligible insulation costs
- The customer must request at least two estimates to be reviewed by an EWEB project manager prior to authorizing work

Windows:
- Pre-existing windows must be single pane or single pane with storm windows
- Owner-occupied rebate $20/sq ft of windows (U-factor ≤.30)
- Rental rebate $10/sq ft of high-performance windows (U-factor ≤.22, or glass patio doors with U-factor ≤.25)
- Zero-interest loan up to $6,000
- Rebate: $250 for prescriptive duct sealing
- A zero-interest loan is available in addition to a rebate for costs above rebate amount
- Loan terms: Under $5K is 48 month term and $5K and over is 60 month term.

Loans and rebates may be combined for income-qualified applicants.
Some energy efficiency upgrades may be eligible for federal tax credits in addition to rebates provided by EWEB. Additional information can be found on the ENERGY STAR website.

Program eligibility
- The home must have primary electric heat serving at least 50% of the home.
- Insulation:
- Home must be poorly insulated (R-19 or less in the ceiling, R-11 or less in the floor, and R-0 in the walls).
- Air Sealing:
- Must be done in combination with an attic or crawlspace insulation project. Rebate is limited to single-family homes.
- Windows:
- The following window installations do not qualify: replacing pre-existing double pane wood or vinyl windows, converting a flat window to a "garden window", window size enlargements (unless for egress purposes), or replacing windows in garages or other unheated spaces.
- Home must have existing single pane windows or double pane metal windows.
- The participant's signature on the residential application is required. The participant must be the EWEB account holder (or authorized on the account), owner or owner's representative.
- Loan approval is based on your EWEB credit history and credit report. Approved loan amounts may vary based on approved credit. Loan applicant(s) must be the homeowner(s).
- Installation documentation must be received before any payment is processed. For necessary documentation and other resources, visit our contractor page.
Get started!
Step One:
Apply online here. Once we receive and process your application, we will send you a confirmation email. If you are also applying for a loan, check 'Yes' in the application and you will be guided through the required questions.
- If this is a rental home, please print and sign a W9 and email it to us at ems.answers@eweb.org.
Step Two:
Select a contractor to do the work. Here is a list of contractors who have recently participated in EWEB programs. You are welcome to use contractors who are not listed.
However, 'Do-it-yourself' installations must be approved by an EWEB project manager first.
- Windows: EWEB recommends but does not require that participants acquire multiple bids.
- Insulation: Income-based applicants are required to get 2 bids.
- Air Sealing: If combustion appliances are present (e.g., fireplace, wood or gas stove, gas range, gas water heater), a UL- or CUL-approved carbon monoxide detector must be present or be installed.
After installation and all required contractor documents have been received, EWEB will verify the documents for program compliance. Rebate payments will be mailed to either the participant or the contractor approximately four to six weeks from the date EWEB approves the installation. Loan payments will be mailed approximately four to six weeks after the homeowner returns the signed loan contracts to EWEB.
