Budget Billing Payment Plan

Take the guesswork out of your EWEB bill with predictable monthly payments

When the weather changes, many customers see their utility bills change with it. But not Budget Billing customers.

Our Budget Billing program helps you balance the highs and lows of seasonal bills by setting a fixed monthly payment amount. Your fixed monthly payment is based on the 12-month usage history at your home address from the date you sign up, or annually on your renewal date. We continue to read your meter(s) each month and provide actual usage and billing information on your monthly bill. But instead of paying varying amounts for actual usage, you are billed the average payment amount each month.

To serve you better, we're upgrading our customer information and billing system, which has been in place since the 1990s and is ready for a refresh. As we prepare for this transition, some programs are temporarily unavailable, including enrollment in Budget Bill.

We will resume enrollment in our Budget Bill program in early January 2025.

Is Budget Billing Right for You?

How it works

Upon enrollment, your Budget Billing amount is calculated based on the average 12-month usage history at your home address. Your EWEB bill remains fixed for a one-year period.

Budget Billing accounts renew automatically each year unless otherwise directed by the account holder or removed by EWEB due to failure to maintain program eligibility guidelines.

After one year, any balance or credit accrued over the past 11 months will appear as a lump sum on the next bill, added to (if a balance) or subtracted from (if a credit) the amount due.

Your Budget Billing amount will be recalculated and your 12-month fixed monthly payment will be adjusted based on:

  1. The average of your last 12 month’s actual usage - If your actual usage/bills over the past 12 months was higher than the calculated Budget Bill payment, your new monthly payment will increase. If your actual usage was lower, the new monthly payment will decrease.
  2. Price adjustments - Previous changes to EWEB’s electric or water prices and changes to the City of Eugene stormwater and wastewater fees will be reflected in your annual Budget Billing recalculation.

    When EWEB makes changes to electric or water prices or the City of Eugene increases stormwater and wastewater fees, your monthly Budget Bill does not automatically reflect these increases until you reach your renewal period and a new monthly amount is calculated. This will increase the likelihood that your current monthly payment amount is not aligned with actual charges.

Customer are responsible for monitoring their actual usage on their monthly bill  to avoid surprise balances or credits. Customers can contact Customer Service if they notice they are trending way off or have recently made changes that may impact their energy and water usage. 

You may discontinue Budget Billing at any time, with any current accrual balance or credit applied to your next bill.

Eligibility

Customers must meet the following criteria to participate in Budget Billing:

  • Not more than two notices of potential disconnection for non-payment within the past 12 months
  • No disconnection for non-payment within the last 12 months
  • Zero account balance at time of enrollment

EWEB monitors program participation and retains the right to remove you from the Budget Bill program or recalculate a Budget Bill monthly payment in response to a high balance, credit accumulation or poor payment history. Customers with large balances may avoid removal from the Budget Billing program by calling Customer Service and making an additional payment to their Budget Bill balance.
