We promote energy efficiency by offering you a streamlined and cost-effective way to replace your business's existing water heater with the installation of an energy-efficient heat pump water heater.
We require all measure rebate items to be installed in a facility serviced by an EWEB general service meter.
Consumer Heat Pump Water Heater (HPWH)
This rebate is the installation of residential type equipment in the commercial sector, known as “consumer,” heat pump water heaters. This rebate program is eligible for commercial buildings that are replacing an electric or natural gas water heater with a residential water heater in commercial applications.
Pre-condition: Existing water heater can be an electric-resistance water heater or natural gas.
Post-condition: The installed heat pump water heater must be listed on the Heat Pump Water Heater Qualified Products List (QPL).

Commercial Unitary Heat Pump Water Heater
Commercial heat pump water heaters save energy by using ambient heat to raise the temperature of water, rather than relying solely on electric-resistance heat as with a conventional electric storage water heater. Commercial heat pump water heaters are available in larger storage capacities than “Consumer” heat pump water heaters.
This measure applies to units classified by federal regulations as unitary, commercial water heaters.
Post-condition: The installed heat pump water heater must:
- Be ENERGY STAR certified as per requirements in the Commercial Water Heaters Version 2.0 or later.
- Have an integrated tank; and
- Be installed indoors in a conditioned or buffered space.
This measure is available for either retrofit or new construction.
