EWEB understands that over the past several years, the price to purchase and install energy efficiency products that reduce energy waste has increased. This increase makes it difficult for many households to make these beneficial improvements. Energy efficiency updates can help save energy and lower utility bills. EWEB hopes the limited-time supplemental boost will help more customers invest in upgrading outdated systems.
Beginning April 1, EWEB customers who are looking to invest in energy efficiency upgrades may qualify for this supplemental incentive on ductless heat pumps, ducted heat pumps, and insulation installations. The incentive will double the standard EWEB rebate amount for these select programs.

This supplemental incentive will only be available until August 21, 2024, or until funds run out, whichever happens first. To qualify, projects must be completed and submitted to EWEB by August 21, 2024, and the households’ combined income must fall within the income threshold.
*If applying for the supplemental incentive on a ductless heat pump, upgrades to your current DHP system are ineligible and your pre-existing heating system must be an electric resistance system.
**Moderate income customers may qualify for both the supplemental incentive AND the zero-interest loan option.
Income Qualifications
Customers with a combined annual income of 60% - 120% of the Oregon gross median income qualify for this limited-time incentive bonus. Please refer to the table below to verify your household income meets the program thresholds.

Customers with a combined household income above the 120% threshold still qualify for the standard rebate. EWEB also offers enhanced rebate opportunities for our customers with limited incomes below the 60% range. You can find additional information on these programs at the individual program pages.

Step One:
Apply online here. Once we receive and process your application, we will send you a confirmation email. You must submit an application before proceeding to step two.
When applying for the additional supplemental incentive, complete the application in full. Do not select that you qualify for limited income programs; see below for an example.

Step Two:
Complete the self-attestation form. To proceed, an application must be submitted before a self-attestation form is submitted. Self-attestation forms received without an application will not be processed or followed up on.
Please email a copy of your completed self-attestation form to ems.answers@eweb.org after applying online. Or you can include it with your paper application if you choose to submit a paper application via mail. Once we receive and process your self-attestation form we will follow up with you if there are any additional requirements.
The self-attestation form is used to verify your household's combined gross annual income. Only customers with an annual income of 60%-120% of Oregon's annual median gross income qualify for the supplemental rebate incentive.
Step Three:
Select a contractor to do the work. Here is a list of contractors who have recently participated in EWEB programs. You are welcome to use contractors who are not listed. However, some programs require licensed installers or pre-approval for 'Do-it-yourself' installations. View the individual program pages for details.
- EWEB recommends but does not require that participants acquire multiple bids.
After installation and all required contractor documents have been received, EWEB will verify program compliance. The supplemental incentive payment will be mailed with the standard rebate payment approximately four to six weeks after EWEB approves the installation.
